Resumen:

La Comisión de Economía del Congreso aprobó un dictamen que permite a los privados y a los gobiernos regionales la compra de vacunas contra la COVID-19. El dictamen del grupo parlamentario también permite al sector privado la compra o importación de condensadores y compresores de oxígeno para el tratamiento de esta enfermedad.

La ‘Ley que garantiza el acceso oportuno a la vacuna contra la COVID-19’ aprobada tiene por objetivo -según se señala en su artículo 1- autorizar al sector privado y a los gobiernos regionales la adquisición, importación, almacenaje, distribución, comercialización y aplicación de la vacuna contra la COVID-19.

En su artículo 2 se autoriza a las empresas privadas la adquisición, importación, distribución, comercialización y aplicación de la vacuna y otros medicamentos contra la COVID-19 a nivel nacional «cumpliendo los requisitos y autorizaciones sanitarias para las vacunas que obtiene el Estado». Además, se precisa que no pueden contravenir el artículo 234 del Código Penal, el cual sanciona la especulación y el acaparamiento.

Asimismo, se autoriza a los gobiernos regionales la compra, distribución y aplicación de la vacuna y otros medicamentos «cuyo acceso será gratuito y universal para toda la población del país en los establecimientos públicos de salud».

Cabe precisar que la cantidad de vacunas que, según este predictamen, puede adquirir privado a las empresas autorizadas por el Ministerio de Salud (laboratorios) debe responder a criterios como el número de trabajadores, sus familias y la cantidad de dosis que serán asignadas para asistencia social (30% del total de trabajadores y sus dependientes).

Finalmente, la iniciativa parlamentaria autoriza la «libre importación» de condensadores y compresores de oxígeno durante la emergencia sanitaria, sin la necesidad de requerir permiso, documentación o licencia alguna que fuera expedida por las autoridades sanitarias. De igual modo, se permite la importación de respiradores quirúrgicos «sin requerimiento de registro sanitario».

Resumen:

Lima Metropolitana y Callao volverán al nivel de “riesgo extremo” desde el 19 de abril hasta el domingo 9 de mayo, con lo cual volverán a tener restricciones de esa categoría.

La presidenta del Consejo de Ministros, Violeta Bermúdez, indicó que esta decisión se basa en que la cifra de contagios y fallecidos por coronavirus ha aumentado en las últimas semanas.

Bermúdez reiteró que las evaluaciones a las provincias por su nivel de riesgo de contagio se harán cada tres semanas y ya no cada dos semanas, como se hacía anteriormente.

Cabe recordar que para las provincias de riesgo extremo, algunas de las restricciones son el toque de queda de 9:00 p.m. a 4:00 a.m. de lunes a viernes; y los domingos las 24 horas.

El transporte interprovincial terrestre se permite con un aforo del 50% al 100%, según las disposiciones para viajes interprovinciales terrestres durante la emergencia nacional.

Con respecto a los aforos, las tiendas en general, centros comerciales, galerías, conglomerados y tiendas por departamento será de 20%; tiendas de abastecimiento de productos básicos, supermercados, mercados, bodegas y farmacias, de 40%.

Asimismo, restaurantes y afines: 30% en zonas internas con ventilación y 30% al aire libre. Se permite el delivery de 4:00 de la mañana. a 11:00 de la noche. de lunes a domingo. Los bancos y otras entidades financieras: 40%; peluquerías, spa, barberías y afines: 40% previa cita; en tanto que el delivery de farmacias y boticas será las 24 horas.
